Tired Of Searching Options For The Desired Character Movement And World Movement

I am tired of searching options for the desired character movement and world movement. There is no complete video tutorial regarding this. Anybody, please help me. I am actually looking for the following movements. In this video, the world is moving only when the character moving. and also in this video () the background is not the same in the same level, the background is changing quite lively. I need a complete guideline to use every function of the software. You should make some tutorials on every single function. I am feeling that my I am just investing my time and money to nothing for nothing. Please help me if you can.
