Will A Publisher Want My Game To Have Ads Set Up, Or Is This Done After They Have Tested My Game.

So my game is finished and i've decided to approach a publisher with it. I pretty much just want to know if they will be expecting me to have test advertisements already incorporated in my designated areas, or if they will just be expecting my game without advertisements at this stage.

This is my first game and I would appreciate any help from anyone with experience in having their games successfully published.
