platformer won't stop moving

I have a slight modified platform preset, however, the scene won't stop scrolling... it moves at a crawl but it still isn't stopping...very very very slowly moving the scenes

edit: see post below, but looking closer i don't think any objects are moving so i don't think the scene is advancing i think it's just the background scrolling...

 

Have you tried to increase Velocity Drag?

 

just tried that but still moving

 

in fact... the closer i look, i don't think anything is moving BUT the backgrounds... so the scene isn't advancing, i think just the backgrounds are moving...
